Ray Koçi is an inclusive planning advisor to the Mayor’s Office of the City of Tirana, Albania, where she leads the design and implementation of flagship street-transformation initiatives focused on safety and equity for all ages and abilities in the urban realm. She is the strategic lead of Tirana’s School Streets program, which reclaims streets around schools as low-speed, people-centered environments, prioritizing children’s safety and wellbeing in public space while supporting thriving neighbourhoods. Under her guidance, the program has become a cornerstone of the city’s approach to child-friendly and community-oriented urban design. Her work bridges technical design, public engagement, implementation, and institutional scaling, ensuring that tactical interventions translate into long-term regulatory and design change and vice versa.
