Carlos Fernando Galán is the Mayor of Bogotá, elected in 2023 under the Nuevo Liberalismo party with the highest vote total ever for a mayoral candidate in the city. He first served on the Bogotá City Council (2008–2011), where he exposed procurement irregularities under Mayor Samuel Moreno that helped uncover the “Contract Carousel” corruption scandal. He served as Secretary of Transparency of the Presidency (2012–2013), leading the implementation of Colombia’s national anti-corruption and transparency policy. Elected to the Colombian Senate in 2014, he focused on land use, urban planning, and climate change, and, as national director of Cambio Radical, revoked more than 300 candidate endorsements due to ethical concerns before resigning in 2018. As Mayor, he is driving a climate- and equity-focused agenda on sustainable mobility, resilient infrastructure, water safety, and air quality.
