Bulbul Kaul is the senior director for strategy and development for the Bloomberg Harvard City Leadership Initiative at the Bloomberg Center for Cities at Harvard University. In this role, she leads strategy, impact and evaluation, and organizational development for the initiative. She was previously a proposal writer, manager and consultant for the initiative. Prior to this, Kaul worked in social and economic policy research and consulting where she assessed government-program impact and advised on improvements. She was an analyst with Abt Associates and a policy analyst for Harvard’s Joint Center for Housing Studies. Over the course of her career, Kaul has engaged clients and stakeholders in various sectors to improve government effectiveness and address key social and economic challenges.
