David Jackson is the Director of Local Transformative Finance at the United Nations Capital Development Fund. He has over 30 years of experience in local development, beginning his career in London's local government before supporting Mozambique’s design of its local government finance system. From 2001 to 2006, he ran a consulting company in over 10 African and Asian countries. David rejoined the UN in 2006, where he supported the Aceh province's response to the Indian Ocean Tsunami and the Peace Agreement. In 2009, he became Head of the UN Capital Development Fund's Asia and Pacific office where he designed the Local Climate Adaptive Living Facility, a global mechanism that enables local governments to access climate finance. Since 2013, as a Director of UNCDF in New York, he initiated the International Municipal Investment Fund (now managed by Meridiam) and is co-designing the Sustainable City Guarantee Facility with the European Union.
