James Wagner is the director of the department of city experience at the City of Tulsa, OK, which includes animal welfare, city design studio, citizens services advocate, code enforcement, community development and housing, mayor's office of resilience and equity, special events, and the Tulsa planning office. Prior to this, he was the director of finance and CFO of the City of Tulsa. Previously, Wagner was chief of performance strategy and innovation in the Tulsa mayor's office and, before that, principal transportation planner for INCOG, the metropolitan planning organization for the Tulsa area. Earlier in his career, Wagner managed Tulsa’s Peoria Bus Rapid Transit planning project.
