Carlos Moedas is the mayor of Lisbon and the president of the Lisbon Metropolitan Area, which includes 18 cities. In 2014, he was nominated European Commissioner for Research, Science and Innovation, managing one of the largest innovation programs in the world. He designed the Horizon Europe program worth €100 billion. In 2011, he headed the Social Democrat Party's economic team, was elected to the Parliament, and was appointed Under-Secretary of State to the Prime Minister, where he coordinated the structural reform of the adjustment program. He founded his own investment management company and previously worked at Goldman Sachs and Aguierre Newman. He is also a board member of the Calouste Gulbenkian Foundation and vice president of the Jacques Delors Institute in Paris.
