Francesca Ioffreda serves as Maryland’s inaugural chief innovation officer, appointed by Governor Wes Moore to lead the nation’s first state-level innovation team supported by Bloomberg Philanthropies. In this landmark role, she advances the governor’s most urgent priorities — particularly, reducing childhood poverty and increasing economic mobility — by designing and scaling data-driven, community-informed, cross-sector solutions that improve outcomes for Marylanders. Ioffreda previously founded Breakthrough Strategy Partners, a strategy consulting firm focused on economic development and opportunity. She has also served as vice president for inclusive growth and talent initiatives at the Greater Washington Partnership; engagement manager and chief of staff within Deloitte Consulting’s Smart Cities practice; policy fellow for former Chicago Mayor Rahm Emanuel; and Fulbright Research Fellow studying economic mobility in Bogotá, Colombia. Ioffreda is a senior advisor to the Bloomberg Center for Cities at Harvard University and a nonresident senior fellow at Brookings Metro.
